Sealed bids will be received by the Owner, New Hanover County, at 200 Division Drive, Wilmington,
NC, 28401 until 3:00 PM local time, on April 14, 2023 for the Blue Clay Road Business Park project.
The work will consist of the following:
Furnishing and installing all erosion control, clearing, grubbing, grading, utility construction
(including water, sewer and stormwater systems), road construction, and other infrastructure as
shown in the Issued for Bid Drawings dated February 28, 2023.
Contract Documents (including plans and specs) will be provided to Contractors for bidding
purposes. Hard copies of the Contract Documents may be purchased for $200 at the Issuing Office,
McKim & Creed, Inc. located at 243 North Front Street, Wilmington, NC, 28401 from Jamie Fitzsimmons
at (910) 343-1048. Alternatively, electronic documents (PDF) may be obtained on a USB drive for
$100. The preferred method of delivery is for interested parties to download the documents
electronically, free of charge, from the County’s website or from one of the plan rooms that
advertise the project.
Questions related to the Bid Documents will be received until March 10, 2023. Comments should be
made in writing to Kevin Caison at . Questions will be answered in the form of a
single Addendum issued on March 17, 2023. Final bids are due on March 31, 2023 at 3pm as described
above.
Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of
not less than five percent (5%) of the amount of the bid, made payable to the Owner, County of New
Hanover, as a bid guarantee.
A Performance and a Payment Bond will be required for the successful bidder in the amount of one
hundred percent (100%) of the contract price, conditioned upon the faithful performance of the
contract, payment of all persons supplying labor or furnishing materials, and payment of all
liabilities incurred in connection with the work under this contract.
North Carolina law requires any contractor bidding on work in the State that costs $30,000.00 or
more to show evidence that he is licensed under the "Act to Regulate the Practice of General
Contracting."
No bid may be withdrawn for a period of ninety (90) days after the scheduled closing time for
receiving bids.
The Owner reserves the right to reject any and all bids and any part of a bid and to waive
formalities and technicalities in the bidding procedure.
No consideration will be given any request for Plans and Specifications within the five (5) day
period immediately prior to the date for receiving bids.
Bids must be submitted on the printed form, or exact copies thereof, contained in the Contract
Documents.
Bidder shall make positive efforts to use small and minority-owned businesses, compliant with GS
143- 128 and the New Hanover County Minority and/or Women Business Enterprise (M/WBE) Program.
